customize my app wallet

I have an app with a wallet system already in place, i would like both delivery guy and vendor to have balance in their wallet if they hit 0 or less, the system should disable their account and show a notification to top-up. I have been able to work something out with the vendors but having a hard time with the delivery guy.

I would like you to customize the app to work just like uber, both vendor and delivery guy must fund their wallet before using the app.

It is Laravel base backend.
