Custom Small Admin panel for wordpress wocommerce store

We need to create custom admin panel and dashboard for already existing wocomeerce store. Panel will be tracking orders and delivers of product.
Panel need to have only 3 or 4 pages with forms with filters, and standard CRUD operations, 2 or 3 different reports to excel or pdf.
We would like to be in PHP.
