Creating a responsive app and web front end of a geo-based social network and events project

Media4u publishes innovative IT and multimedia web services. We are currently working at a sophisticated, new, geo-based, challenging project in the area of social network / events management. For this purpose development support is needed soon for a long-termed cooperation.

The main front-end (client and server) is already 100% implemented as an online application with Microsoft VB6 technology. The application should be a good specification for a new mobile app (and parts also by web technology). So maybe Flutter could be a good choice.
In the beginning the time expense of an implementation of client + server components including the mobile app should be estimated (also to confirm our advertised amount of 15.000 €, calculated with 10$ / hour) by a well reproducible listing.

The project is devided into 3 main phases which should be finished within 8..10 months:
1) Intelligent, trainable scrapping algorithm to universally extract specific event data from any web page being recognised e.g. by position, content, design, ..
2) Quiz Inquirer: To one question user can give one or several answers (3 types). Users can play against each other. Game leader option. Results are saved. Same question is avoided except at ‘remember mode’. Time is counted. Statistics are calculated. Non-network and network version.
3) EventManager (Mobile app):
Social network (friend/partner match, event groups, simple messenger, meeting organiser, bulletin board), event manager (3 types of events: public (crawled, commercial), private), intelligent event scheduler, event link exchange). Geo-based features: real-time: members match, current event infos. Parts should also be presented via web interface. Server: Event extractor from web, db maintenance, pay system.
4) Phase 4 is planned for the 2nd release.

For this we are looking for a professional development partner with the following key conditions:
* SCRUM development process and phase-based payment
* reliable, careful and transparent communication culture
* professional team management
* suiting experiences about our project’s technologies and challenging tasks
* independent working manner; ability to deeply UNDERSTAND the project idea

These are the qualification criteria in detail:
* Coding: Web front end (most advanced and efficient technology) plus separate hybrid native or hybrid web app. Probably flutter, node.js, React JS with PWA, …
* Helpful: Intelligent web parsing technologies; View for good usability and design; MS Visual Studio (VB6) know how.
* Proj.managm.: Knowledge about SCRUM, correct estimations and time track management.
* Soft skills: good understanding of project’s idea (purpose-oriented thinking); fast comprehension; organised, logical & independent thinking, direct/open/sincere, RELIABLE !!
* Communication: good and clear English. Understanding of German (project) documents are welcome.
