Create WebGL / Html5 simple animation for the attached graphics

Create WebGL / Html5 simple animation for the attached graphics file, the animation should be quite simple and the result shouldn’t be too heavy as it goes as the header banner of a website.
check the attached file.
The background circles (low opacity) should be static, nothing to do with them, the ones above should easily fade in / out in a way it will look good.
