Create a WordPress website through a web designer

Hello,
I am looking for a web designer to design and create a WordPress website.
The website is pretty simple with few pages:
– Homepage
– Login/Register page
– Tips page
– Tips detail page

Main features:
– The Tips and Tips detail page should be protected and accessed by members only
– Paiement gateways (credit card, paypal, …)
– The Tips page should be populated with a custom database table (with the plugin WPDataTables ?)
– The Tips detail page should be populated with a custom database table (with the plugin WPDataTables ?)

The hired person should be a web designer in order to suggest a modern and clean design for the website
