Create a React Native APK for Android 4.4.2

I have a want to create a new React native project that runs on Android 4.4.2 because i want to deploy it on an old tablet.

I need someone to just create a Hello World apk that can run on Android 4.4.2. Then when it works, then i hire him to show me how to also make it work on my machine
