Converter CSV to XML SF

Hi!
im looking for a program (web, python, c#, or even without delivered program) to convert from CSV to XML for salesforce ecommerce.
i will deliver the database with columns names and i need to parse it to the xml format for SF.
the xml for SF contains around 40-50 tags. like the ones included in the image
