Compile existing Unix C code to an Android executable

I am looking to get the Unix C code for “Spice3f5” complied to an Android executable apk.
Spice3f5 is a circuit simulator application, the code for which is at:

This code can be directly compiled in UNIX and PC, and is a standard console application.

The code takes a text file input (describing the circuit) and outputs a file of the simulation results. It also writes information to Standard Output (console), but this output (console) information is NOT required. Instead this console output can be written to the output file.

I am wanting to get this complied to an Android executable APK application.
The APK will need to handle all permissions and comply with “Scoped Storage”.
