Color Prediction Game

I need a color prediction game, the same standard that some companies have on the internet.

The color with the least amount of wins is the winner.
We also need a referral program where users will gain value by inviting people. There must be reference link.

Must have a balance wallet for users, option to add amounts and withdraw amounts.

I need an integration with paypal for automatic payment and receipt.

Winning algorithm is least bet user wins, for eg 10 colour , 5 user bets 1st colour, 2 user bet 2nd one, then result is 2nd one wins, or no one bets 3rd colour then 3rd wins
