Codeignitor Portal for different type of users to add files , upload to s3 and update db

I’m looking for someone to build a portal for my business which will allow both internal team members and external vendors to add files and upload them to an S3 storage space. This portal must also have the ability to manage users and databases. The portal should be able to securely store files and provide an easy-to-use interface for both internal team members and external vendors, as well as allowing for updates to databases. The successful freelancer will possess a range of skills in portal building, database management, file storage and security. A full list of required skills and knowledge is available upon request.

Functionality
1. add new work requirement , by adding multiple reference images, link, select a category, add comment and then tag a team.
2. add 3d files -> here users check the work requirement and uploads 3ds max vray file which is .3dsmax and fbx file which is .fbx and a folder named “MAPS”
3. Add unity asset bundles for all platforms like windows, android, ios, macOS and webgl
4. this person selects a check box yes if everything is fine
User type 1: admin (can do all things)
User type 2: 3d (can add 3d files)
usertype 3: unity (can add asset bundles)
user type 4: test (can confirm the box as yes)

Usertype 2 can see requirements added by usertype 1 , once the 3d files are added, user type 3, can add asset bundle to only those work, where user type 2 has added 3d files, also user type 3 needs to download the 3d files.
user type 4, can confirm only when user type 3 has added the bundles, if he finds issue he can tag any type of user with comments.

Versions
-> 3d files, when updated will replace the old ones
-> bundles files will make a new folder version like v2, v3 and upload new bundles

the file will be uploaded in certain format on s3.
