Coaching on Google Tags and Remarketing

The previous worker left things half finished and his remarketing tags from GA are not working. I need help to understand what is going on there and learn how to set up my remarketing audiences and also use these audiences for YouTube and Display/Search. Need a real expert who is a patient teacher and readily available.
