Change site design utilizing Divi theme

Looking for a developer to make some changes to our existing WordPress/Woocommerce site.
We currently utilize the “Divi” theme and would like to continue to do so.
Attached is a (very) rough layout (not to scale in a couple places) of what we would like the homepage layout to look like. Logo and header images will be provided.
Same Design/Color scheme will be used on all pages, below are some of the specific things each page will need.

Deliverables.
1. Home page laid out as shown in the example image
1.1 “Breaking News” section will display the most recent post tagged as “Featured”
1.2 “Breaking News” post headline will be displayed in it’s entirety, scaled to fit.
1.3 “Breaking News” post will display the first X amount of words of the post and have a “Read Full Story” button at the end of said content that links to the full post if the content is longer than that.
1.4 “Latest News” will have the most recent five posts with “Featured” and “News” tags
2. About page, laid with a “half height” type header image similar to this page tinyurl.com/yyub93z4
2.1 Without the video element
2.2 Without the ads section at the bottom
2.3 Without the “Sign in for full access” graphic
2.4 WITH a “Not a member? Join now. Membership” banner at the bottom of the content.
3. News page with the “half height” type header as on other pages on the site.
3.1 Page should display the most recent five posts tagged as “News” with the date they were posted, newest to oldest.
3.2 “Previous Entries” link at the bottom to display the next five articles
5. Current Litigation with the “half height” type header as on other pages on the site.
5.1 Page should have an introductory text block at the top
5.2 Page should display ALL posts tagged as “Litigation” similarly to how they are displayed on https://www.americanoversight.org/current-litigation
In your bid, please include if you are available to start now and have “read the description to the very end” as well list your hourly rate for any requested changes outside of the scope of the project.
