Change code of woocommerce website tax toggle so that it is switched on always instead of off and add same code to my other site

I need help fixing the tax toggle function of my woocommerce website. It is currently switched off, but I want to change the code so that it is always switched on. I also need to add the same code to my other website. Both websites are coded in wordpress and there are already existing tax toggles present. I have full access to the source code for both websites. Some small CSS also needs changing for some fields on my second website so the fields are easier to read.
