Car Shopping Vin Scanner

I am looking for a mobile Application for car shopping that will scan the vin barcode on a car or allow you to manually hand type a vin # and automatically bring up the vehicle that you scanned.
Year, Make, and model

I would like to have a button below the scanned vehicle that says Shop Similar vehicles. I would then like a of that make and model that is for sale in a selected distance from your location or a zip code that you put in that is current for sale to show up.

I would like the application to also manually be able to search vehicles in a selected area by year, make, model, All Wheel Drive etc.. So you don’t have to have a vin to search vehicles.

I would like to know how much the whole job would cost to put together?
