C# simple project

in theory (I cannot say for sure) was written in Delphi (the program uses a flat file database). I need a very simple program (plus the code you write) to read and extract data from the flat files to use on a website. Currently a manual process is fine. Push a button, extract data and stick it in a folder either locally or FTP
