Building website / Updating Old Website

Ok , i have a website that was done long time ago ( 2017 ) it worked for awhile but for some reason it is not active and doesn’t seem to work properly. It is on Hostpapa which is where i host my domain.
Now i need someone to make it to work / Update it .
