Build WordPress shell

I have a new web site to create from an existing WordPress theme on my site. I have templates drawn for all the screens and require the developer to make the shell with little content. I also have a sample web site for inspiration. A contact form is already developed and a woo commerce store is to be created.
This will be a very straightforward job but I need a good developer than can follow my instructions. Full documentation will be provided to the successful applicant. Shell is to be completed in 2 weeks.
