build project time tracking database

looking to have a database built to track engineering projects by number with fees and employee time tracked by job. We are a small company with less than 5 employees and about 100 projects each year. Looking to have the database run on some software platform we already have access to. We dont have any servers, only workstations and NAS drives. Windows 10 operating system.
