Build me a web app or app or windows software

hi i would like to have an app that will use Spotify to choose a playlist from which will play mixing the tracks near the end of each. guests will wear nfc tags that they use to vote for tracks they have chosen ore searched for and added they will only have a defined number of votes in a defined time limit. they can use all votes on one song. They can vote after the defined time if the have used all there votes a message telling them this with the time they can vote again. The fall-back playlist will be in alphabetical order. voted tracks will jump to the top to be played next under each other and if a track has say 2 votes and other have 1 vote the one with 2 votes will jump above but under any others that had 2 first. i would like an idea of price to make this Festify does most of this but not all i need
