Build database structure for a webapp

We are developing a web-based user-friendly app for bioinformatic analysis. We need to manage a database with user and data information (Text files, figures, tables). The data will be used to execute R scripts and the resulting data should be available for the user at the web app.
We need a quote for the database construction and integration to the web platform.
We will perform the web design and the API that translate R data and other languages. Nevertheless, a quotation will be welcomed.
We may need: HTML, Javascript, MySQL, PHP, and CSS
Preferred but not mandatory: R language.
