Build an MVP for a mobile application

I am looking for an experienced Mobile App developer to build an MVP for a P2P parking app.
UI/UX is key.
Frequent communication is a must.
Requirements are provided in a text file.
There are still some open points that need to be addressed in the set of requirements. I have the expectation that a collaboration will be done between us to address those points.
Further clarification of requirements will be done via a call after the project agreement.
