Build a website with forms and email and database

I need a website that has 2 sets of participants: client businesses and their customers. With my services, clients will be able to automatically send their customers an email and/or text with a link to my website where their customers will log in/create account and leave a credit card deposit to be pre-authorized and potentially charged at a future date. My client businesses should also have log in/account crating abilities for themselves, with multiple tiers of permissions (e.g. admin)
