Build a web application that hosts videos and images

This web application will host videos and images. There will be a content reviewer, admin, and basic users. The site needs to be responsive and the media files will need to be hosted on a storage similar to AWS S3 or Azure Datalake due to the ability to scale the size with minimum costing.

I will need them to actually design the site so having the ability to design a visually appealing website is very important

Looking for someone who has experience building applications that load and read videos and images to a storage; preferrably AWS or Azure
