Build a marketplace web app

I need to build a marketplace web app. The purpose of the web is for short-term renting or purchasing of intangible resources (so no physical shiping). Modules include:

1. Seller registration
2. Seller dashboard
3. Seller approval flow
4. Admin dashboard
5. Seller ledger
6. Seller-renter workspace (mostly chat, message)
7. Refund management

The web app needs to be adaptive to be usable on both desktops and phones. You can present your template or I can offer a template if need be.
