AUDUSD Daily Trader

Hello, I would like to get an estimate to create an EA with the specifics in the image attached. To summarize what I would like the EA to do is open a pending buy and sell order at the close of the 1 hour candle at the end of the New York trading session time 0:00 on AUDUSD risking 2% of account balance for each order. It needs to place the orders 2 pips above and below the candle high and low and place a stop loss 2 pips above or below the candle high and low. The take profit T/P will always be 3 x times the risk or the distance between the entry and stop loss.
