arcgis map

I am looking for someone with expertise in ArcGIS to help me create interactive maps for users to explore. I have a source for the necessary spatial data, so I am not needing someone to create the data from scratch. With a generous time limit on the project, I am hoping to find someone who can make an ArcGIS map that breaks a region into administrative areas (& option to switch to dotswhich can be colored accordingly based on data which the user can switch between eg. macro / interest-specific. I’d be interested in understanding how the process works, so if you can explain some of the steps to achieving the ends that would be excellent.
