Animated Videos for Digital Signage

My client has purchased digital video advertising space at a local airport. We need help developing animated digital video assets for use in that space.

We need one main animation adjusted to fit ten different screen sizes and meeting these parameters (as provided by the airport):

Colourspace Video Files:
RGB
Supply as progressive video, square pixel (1:1)
.MOV file (QuickTime, MPEG4 Codecs)
Frame rate 30 fps
Bit rate 16 Mbits
Video file size Do not exceed 1 GB per file.

We are finalizing our campaign creative brief but will be wanting a mix of text and animation in each video asset.

We will need this completed by December 10th.
