Android apk lock phone when not pay emi secure

I am looking for an experienced Android developer to create an app that will lock a phone when a customer fails to pay their EMI on time. The phone should be fully locked, and the lock should be activated automatically after a set date. Before the lock activates, the app should send notifications or alerts to the customer.
