AI and OS big project

I need the best freelancers, the smartest on AI making and the best on OS development to create a new OS, that will compete both with Android and iOS. One of the advantages will be AI use and the fact that this new OS will be for both computers and phones at the same time. Also this OS will have its own App version. Only the best freelancers. It can be possible that multiple teams will work on that. I’m doing first a research to then present investor based on possibilities I find on developers.

It musnt be linux, or android, it must be a huge improvement in relation to it.
