Looking for a developer to create a mobile app to match service providers to service seekers.

Must have:
1. Ability to set up accounts.
2. Programmed in PYTHON and KIVY
3. Ability to for service seeker to bank in small amounts to build a balance from which they can use to pay for services
4. Ability for service seekers to post their requirements
5. Ability for service providers to bid for service provision
6. Provide GPS location for service provider to fulfill the contract
7. A bility to calculate commissions, make payements and receive deposits
8 Android and iOS mobile app access
9. Web Based solution – able to be deployed to any ISP
10. Have security built in
