3D particle design in JavaScript for Web Page

I am looking for someone who will be able to make custom JS for 3D particle animation I think we need JS and WebGL.
Particle system must be able to add to each particle data from mysql database.
Therefore I need connection between particle system and database.
Some of features what I need are:
particle size, shape and name also random spread of particles and rotation around some center. visible connection between these particle etc.
