3D model of a small futuristic costal city

I need a small futuristic costal city/town modelled in 3DS Max.
I’m not fixed on the rendering engine used, please specify in the quote which you would use.
The town needs:
– Park
– a port/marina
– Sea front bars, restaurants
– A town square with bars, restaurants around it
– 3 Hotels
– Indoor shopping Mall (this can be fairly simple, doesn’t need to be original)
– Residential flats
– A vertical farm
– Office area

It should be compact but large enough to accommodate about 10,000 people, around 5 – 10 stories high.
It needs to have an organic Zaha Hadid style architecture.
It will also need promotional videos created from the models that include people so it looks populated.
