need elec engineer to stamp arch drawings in phila pa

moving an elec box 1′ (a light switch) and have volunteer cert lisc elec to do the job but L&I in phila pa wants an elec engineer to sign off cause our church area is more than 2000SF and per code in phila must have an engineer ok the circuitry on the arch’s drawings.
