Network traffic generator

Hi, so I want a Java program where the person running the software can transmit different types of data by using a range or protocols to test different functions in a network. The use of this software would be to simulate how each protocol is transmitted in a network. This also requires a breakdown of the code in detail so it is easy to understand.
