I am building an app in UE4 and I require an open world design based on the New Orleans Metropolitan Area. I’d like something that works similar to the simulation game Cities Skyline, and has a similar level of photorealism. The following link shows a project that is similar to what I need.

I need the level of detail seen in the model of the link above; with dynamic NPCs, transportation, and day/night cycles. I need the roads, rail, and terrain data to be pulled from GIS. I need the roads to be accurate to the city. The buildings should be auto-generated or placed on the accurate blocks with similar architectural styles and major landmarks (superdome/bridge).

The photorealistic level will be rendered over google maps with light columns used to illuminate locations of interest. Light columns may be filtered by various metrics such as dining, entertainment, education, transportation, search bar results, etc. The level will include a basic UI to handle various features such as the google map filter, and buttons that trigger certain content
