Fill in 2 drains, clear blocked drainpipe, replace down pipe

I have 2 storm water drains that were dug deeper than the exit pipe, as a result we have standing water in the bottom of them constantly. I would like someone to clean out the drains and fill them with concrete to bring them level with the exit pipe. In addition the drainpipe that runs to the street is blocked with tree roots, I would like this cleared, lastly I have a downpipe that needs replacing
