I need an audio technician assessment and report

My husband and I have disabilities that are exacerbated by sudden noise, and I have a neighbour that is causing excessive noise at night (we share a common wall). I need an assessment and report of my property so that my landlord will consider soundproofing the common wall and roof cavity. We have attempted to make our own recordings as proof and provided medical reports which the landlord is not accepting. We are hoping that a report from an audio technician would help; especially also if you would be able to be present at night to witness the noise – it occurs every night, Mon-Thurs approx 9-10pm, Fri-Sat 9:30pm-12am.
