build PHP- laravel or CI application

looking to build application which integrate with woocomemrce api and xero api.
– create new purchase order (its same as invoice generate)
– create new supplier ( same as clien databse create)
– products (fetch from woocommerce using API)
– create/sync bill in Xero
– design can use any free available from the internet
