Add a function for adding users with user level of ThingsBoard and managing Dashboard.

Target Platform – ThingsBoard 3.2 Community Edition

I want to add a function for adding users of ThingsBoard and managing Dashboard.

There are some user level, and dashboards.

1) To assign user level when add user

2) Created user can access the allowed DashBoard according to their level.

3) Root user can access whole page

4) Side Bar menu of mainwindow, that menu is not visible to users below the specified user level.
