User Lockers

Hello every one!

I am looking to add User Lockers to my website
PHP, on WoWonder.

I Want users to create a locker, where they can place items for purchase.

I want all payments to go through the site, and then payout users, once they reach a minimum of $20.
I want the site to make commission of each purchase.

I want Admin Control to delete, ban, change user lockers when needed.

I want a Link to user lockers in the sidebar navigation.

I am looking to spend around $60 for this project.
