Fundraising – Applications with startup investors

I am seeking seed or venture capital for my startup based in Luxembourg. We have developed a SaaS innovative platform in a very niche sector (for professional clients worldwide) with a lot of potential, and I have a pitch deck that outlines my business plan, and I am looking to raise 3 million EUR. I need a freelancer to help me apply for fundraising with at least 100 professional investors / business angels (Europe, US, Asia) and gain their attention. A list of potential investors is available. The freelancer should for each of these investors, apply either in a specific website or platform by filling out the required information, or, dependent on the case, apply by email sending the pitch deck.
