Heat exchange HVAC expert

Looking for an expert to quickly look at some design and my scenario and give me the best way to achieve it with simuation. Basically it is a heat exchanger that takes heat from a hot oil tank and expels the heat via a condenser.
Needs to have good knowledge in heat exchange and HVAC. Needs to know to use auto cad.
