Engineered Foundation for a Fabric Shelter

I bought a fabric shelter from Arctic Shelter that I’m building on my personal property. In order to get a building permit the city told me I need an engineered foundation.

The shelter will be used for horses so I’m planning doing concrete blocks or techni-post whichever is cheaper on the perimeter and leaving earth as the main floor.
