Image facial manipulation

I’m looking to hire for a project a software developer that has deep knowledge on how to use existing tools that can works with images to extract faces, detect face attributes, crop face, apply filters, merge them with background images.

I’m only looking for someone who is an expert in this field and has years of experience in this field.
