I am looking for a freelancer who can create a blockchain and IPFS framework for risk management. The purpose of this framework is to improve data accessibility. For this project, I prefer a programmer who has experience with other programming languages. The specific workflow that I want to implement the blockchain and IPFS framework for is risk management.
