Content creating and sharing site

Hello,

Do you create entire websites? I am interested in hiring a developer for a web project. It’s a content creating and sharing website. Front end like this, https://exchange.smarttech.com/ where users would create an account to download and upload content.
Once logged in they would see two tabs, “My content” tab and a “favorite/downloaded” content tab for the respective activities. There would also be a button on the top left to “create content”.
The activities they create are saved and added to the online database, approval required, and also added to their my content tab.
The activities will be based of some template ideas I have. They would click on a “create activity” button on their “content page”. They would be taken to another page where the different templates would be displayed. They select the template and proceed with adding the content to the template, name the template and submit for approval, to be displayed on the main site. After they create it, the activity would go to their “my content” tab and see it their to go to it. The activity would launch and allow them to use it. At the top they would see some navigation bar.

The admin would get an email that a new activity was submitted for them to review and approve. Once approved the activity will show up on the main page with the other activities.

I have about 10-20 templates that i would like to add to the site for users to create their versions.

I can provide additional details and activity template ideas. The activities would need to be able to display in 4k, full screen and support multitouch. Any thoughts on this project? Timeframe needed, cost?
