proposed approach for mobile app

I am looking to develop an approach for combin a reviews of mobile application and need a freelancer that can help me with the project. I am looking for a proposed approach for the application that will include analytics and require content creation. I am open to Android, iOS, and Cross-Platform for the platform, but do not have any existing content, so need new content created for the project. I am looking for someone who is experienced in AI, Data mining, research writing and knowledgeable enough to guide my project to successful completion.
