build me website support android & IOS APP — 2

I want to create a website app for home service, rent service, freelance service and express service.

for the home service：people can sell their own skill like pumbling repair service, house cleaning service and more.
the rent service is for: rent car , rent motobike, rent house, rent a girl friends or boy friends and more.
for the freelancer is : for the profesional seeler sell their skill,some thing like fiverr or freelancer.
express service: i want someting like urber or grap car ,can deliverliry any item .

the website must fully function:
member login(member can be seller or buyer)
rating states for all the seller
can upload 1 min small video to promote service and upload pic.
must have a wallet service, so the member can top up or pay for any service.

the other function must include on the website please list it to me.
