Sorting text information based on words in the text

I have a file in pdf which is a set of multiple choice/objective questions which i want to sort in order of Section/topic. All questions are under one of the following sections or topics 1-Foundations of Risk Management, 2-Financial Markets and Products, 3-Valuation and Risk Models and 4-Quantitative Analysis. But these questions are mixed up by topics. I want each topic to be in its own file. I have many files so i want someone to provide a tool or an easy method/style to achieve this and they demonstrate for me with one file then i will do the rest using the tool or process or method that is not manual without distorting the information or data or order.
Below is a sample question; note the section at the bottom and the attached file. The file has two parts but i want the section with answers.
