Build an interface that will connect a database of customers to Whatsapp business

I would like to build a platform similar to platforms like sendinblue, where it will connect to whatsapp business API – https://business.whatsapp.com/products/business-platform

We will need to be able to manage the database of customers and make new campaigns.
